Peel and thinly slice the shallots.
Prepare the beef meatballs. In a bowl, add the ground beef, egg, shallots, breadcrumbs and parmesan. Season with salt and pepper, then mix everything together with your hands.
Shape the meatballs by rolling them between your hands. Set aside on a plate.
Heat a drizzle of olive oil in a pan over high heat. Add the meatballs and cook for 5 minutes, turning them, until nicely browned.
At the end of cooking, add the tomato sauce. Cover and simmer for 3 to 4 minutes over low heat, stirring occasionally.
Meanwhile, prepare the mash. In a saucepan, add the water and milk. Season with salt and pepper and bring to a boil.
Remove the saucepan from the heat, wait 2 minutes, then add the mashed potato flakes while stirring. Let it sit for a few moments. Add a knob of butter if you like.
Serve the mash in a deep plate with the meatballs in tomato sauce. Sprinkle with parmesan if you have any left and adjust the seasoning to taste. It's ready!
